I want to send livejournals friend page to email once the new post is made.
i have an opml with all my friends and their rss pages.
and i found a rss to email service.
so what i need is a service which would make an rss link where i can import my opml file.

Not sure exactly what you are after, but if you want to make an RSS feed for a webpage try Dapper

It seems like you want an RSS feed for an OPML page
Can’t remember if Grazr does this, try them also

Some RSS Readers generate an RSS feed.
Actually try something like MySyndicaat, Bozpage, or Planetaki above
