One more thing, as I said in my amendment:

I guess what you can't do is replace the file with another file
eg. if I change RSS Reader I still want to keep the same Grazr URL, but just upload an OPML file from my new RSS Reader.

Maybe what I could do is just rename the file (of the new OPML from my new RSS Reader) on my desktop to the name of the original file (the old OPML from my old RSS Reader)</description>

If you click Yes, the copy in your account is replaced with the new copy. Am I missing something?
